Referring your clients to Clearing House


To be eligible for the Clearing House, clients must be:

  • verified rough sleepers recorded on the CHAIN system
  • Require some support to maintain a tenancy
  • Be willing to engage with Tenancy Sustainment Team (TST) support
  • Understand that they will be given a tenancy for as long as they require support and helped to move on when they do not

How to refer a client

Referrals must be made by a commissioned service that provides support to homeless people. The referral form must be completed online at Clearing House Online.  If you have any questions please contact the Clearing House Helpdesk by phone on 020 3856 6008 or email at
